For me, it's Grumpig. It's not forgetteable enough to be dumped with the usual club of so forgotten they actually aren't, it's never been any good, it's not particularly that common of a sight, and it doesnt do anything particularly well or that's unique to it, at least from my experience as a Pokémon Player, maybe other medias have more to say about it.
