>>56246007>if they want to make water types less broken (which seems to be the case considering the recent com days) buffing a common yet currently worthless grass move would helpThat won't really do anything, not just because Solar Beam is such an expensive move that you'd rather run a STAB move with similar or less energy instead, but also because water is mainly dominant because it can spam good to overpowered charge moves in an instant (i.e., all the water-types currently in the top 20 for Great League on PvPoke use a fast move with at least 3.5 EPT and almost all of them with at least one charge move that costs 40 energy or less). Swampert and now Quagsire are a big problem in particular since water and ground have really good coverage against everything except grass, but you don't want to run grass as a defensive Pokémon because the majority of the rest of the meta is steel or flying-type, completely walling anything grass from doing anything besides eating up water-types.
The main problem is that Game Freak designed grass-types to be one of the main support types rather than a coverage type, and most Pokémon don't really get cheap grass-type coverage outside of Bullet Seed, Grass Knot and Trailblaze. Even if they do buff one of those moves AND give that move to more Pokémon, the meta is made up of such a diverse amount of water-types that anything that starts to beat some of them will just make the others more viable. Niantic has set up the classic competitive triangle in a format that ONLY favors consistency, making it undesirable to run anything that isn't primarily meta.
