Seals don't repopulate as quickly as sharks and jacks. Plus, jacks have a feeding strategy where they follow larger/ other predators while they search for food and steal what they can at the last moment. They even follow researchers and steal diving equipment and collected fish specimens. Sharks are relatively tame in comparison. In the main islands where jacks are still fished for and sharks aren't as plentiful, the seal numbers are increasing.
