If you consider revenue only and ignore download numbers (which this January's was higher than last year January), it was the lowest monthly revenue the game has ever had, yes, but also after one of the best months the game has ever had. Also, this January was the first month with no new mons released, which for sure affected revenue
In any way, it's only slightly lower than November, for example, so it's still average
