While there may be some examples of unconventional looking dudes, they won't generally be TOO unconventional in either design or art style. Like the guy in your screenshot has some of the more "wild" design tropes like the wide eyes, thick eyebrows, defined mouth shape, and it certainly uses its a bit of its own artstyle with the line thickness, but the hair is still just hair and the face is otherwise usual anime stuff, so in the end it's just a dude. Would have been better to use the other fag from that show with the similar paper hair, since he's also rather ugly.
Pokemon on the other hand clearly goes for people with styles similar to Take (e.g. Katanagatari, World's End Club) and Ichikawa (e.g. Houseki no Kuni), very distinct looks even for modern standards, and then they slap weird designs on top of it. I just don't think it works.
