You see; the difference between Scorbunny and Piplup/Oshawott/Chespin/Rowlet is that the latter 4 were (and still are) more popular than their Final Evos
Scorbunny however, is not more popular than Cinderace
The only exception to this I can think of is Gen 5 where Serperior ranked higher (granted it was only by 1 rank) than Snivy in the Unova Popularity Poll.
However, Ash's rival Trip already had a Serperior and like I said, Serperior and Snivy were SO close in popularity that it didn't matter too much that Snivy didn't evolve.
