Well, I've always kind of liked the Gen 3 rival (not Wally), someone who isn't competing against you, but rather sort of tests you along your journey. I think it'd be interesting to be a "rival" who is actually a scout for the Pokemon League and the whole point of challenging the protagonist is to make sure they're actually ready to take on the E4. I'd watch the protag from a distance and challenge them near key plot points (eg. soon after an encounter with the evil team, before their first gym match, etc.).
Not sure what my team would be (it would depend on the region, of course), but I'm thinking of something probably along the lines of Cynthia's team, but obviously watered down. It would be a well-rounded team that is diverse and challenging, but definitely not impossible to beat.
