No, what I did instead was give the red lines an outer glow effect, made a transparent duplicate of the background to use as an overlay for that underwater effect, then made duplicates of the glowing lines to put at the top layer in order to make them pop compared to the surrounding blues and whites.
Very fun learning experience all the same. I'm beginning to be a lot more liberal with how I use layers (bear in mind I cut my teeth drawing pinups in basic MS Paint) and I'm seeing great results already between Helioptile and Kyogre.
