1 - It gives a static amount of stats.
2 - It has a unique effect, which may or may not increase your stats. The unique effect is generally split into 3 tiers, based on the current level of the item.
In this image, I have 3 boxes, Box A, Box B, and Box C.
Box A is your static stat bonus for equipping the item. Attack Weight's static stat bonus is +18 ATK when the item is level 30.
Boxes B and C are related to the unique effect, in this case, it increases your ATK stat.
Box B shows the tiered effects of the item.
It gives +6 ATK per stack from scoring, up to a maximum of +6 ATK x 6stacks = +36 ATK, when Attack Weight is level 1~9.
It gives +9 ATK per stack from scoring, up to a maximum of +9 ATK x 6stacks = +54 ATK, when Attack Weight is level 10~19.
It gives +12 ATK per stack from scoring, up to a maximum of +12 ATK x 6stacks = +72 ATK, when Attack Weight is level 20~30.
Box C shows the bonus of the unique effect at the item's currently displayed level, which is level 30.
