I feel like trying to make Nether into Dragon isn't going to work here; too many things can take a netural hit while setting up and then turn the tables on you. Like fishE. Or you can have something that can take hits long enough to cripple whatever it's facing with status effects or the like, leaving it effectively useless. Or you can outspeed the nether type and kill it first. Yeah, Nether only is resisted by just two types (fewer than any other), but it only is SE against itself; almost nothing gets hit for SE by it as a result, and there are things that can take STAB netural moves and live while being able to fight back; HecatiaD can wall spread attacker nether types with ease for instance and rip them apart.
Nether is certainly buffed, but it's not broken. Hemo is actually somewhat good at balancing outside of his waifu bias.
