In the Detective Pikachu game, they mention that the entire region just banned battles which gives an explanation for why they don't happen.
Its not the only region to do so. The region in the Pokemon Ranger games also doesn't allow battling.

Presumably each Pokemon can only talk to Pokemon, each human can only talk to humans, and the partnership allows them to work in unison since they'd form a working relationship to perform the same task so you don't need separate facilities for every single thing you would have a need for just to overcome communication barriers.
Its basically the exact same working relationship Nurse Joys and Chanseys or Officer Judys and Growliths have in the Pokemon games and cartoons.
