>>37641650That looks like a corrupted blockset. I think looking at the old maps, and comparing them to the new ones might help us reconstruct the blockset to reveal what these maps actually looked like.
For example, we know in Vermillion City there's this dude stomping ground with his Machop to make an apartment, and there by the side we can see there's something similar. If we replace all 32x32 blocks with a straight rail upwards on one side and two "beads" on the other, with the correct one with two rails upwards on both sides, the map starts making more sense. Do that with every weird block, on every map even (as all Kanto uses the same blockset) and you'll get actually coherent maps.
Those blocks on the bottom left seem to be correct, though.
