Once you collect all of the letters, the tunnel is complete and it leads to an area of the Solaceon Ruins where you can catch Unown ! and ?
In FRLG there's a similar tunnel on Three Isle where a man will dig a tunnel to an area where you can catch Dunsparce once you beat the Elite Four and get the National Dex.
