People misunderstand what "bad design/execution" means. They only think in Pokémon as "animals that must be cute or cool to me" but their actual purpose is make species that play different roles and lores to make them charming on their own way.
While abominations like Galar fossils are awful in our eyes, their designs work very well if you know they are in constant suffering because they are revived chimeras. Maybe they aren't the most merchandisable designs, but they works.
On the other hand there are some designs that doesn't get these comments nor have "fan redesigns" because they aren't ugly nor goofy, even if they simply don't work. I'm talking about, for example, Galarian Rapidash. It tries to be elegant and sophisticated, but I don't know anyone who thinks it's more elegant than Rapidash.
What I want to say is... don't judge a book by its cover, or in this case, don't judge a design by its beauty
