The problem is what happens when a player doesn't want to win, but wants to troll.
Hitmontop was in PU last month, and it was pretty mid. Not bad but not incredible.
But someone who either really loved Hitmontop or really loved trolling decided to use Hitmontop constantly in NU, the tier above, making it move up to a tier where it's really not good.
And now this month, he and some others who are jumping on the bandwagon are also using it in RU, a tier above that.
Keep in mind that a Pokemon can't rise more than 1 tier at a time and you need to have a high winrate in order for your usage to count at all. Rules implemented because of similar situations with Ambipom and Metang.
So right now, Smogon is in a catch 22 where they need to either admit that their tiering system is fundamentally broken, or admit that their playerbase is so shit that someone can reach the high ladder with what amounts to an empty party slot.
