Here are some results from last format's Cities, some 240 events in NA from earlier this year.
Do you remember anyone hyping Gengar EX last year? Because it topped in 19 tournaments and won 5 of those.
Or how about pure Gallade, which took 4 tournaments and topped 12? P Kyogre with 3 wins and 7 total tops?
Saying "only top tier decks win tournaments" is an extremely ignorant statement. Top tier decks CONSISTENTLY win tournaments, not exclusively. You can very much bring a budget deck to an event and top or win it, as data objectively proves with no room for disagreement.
Which is where the Shaymin problem comes in. Shaymin is a generic staple that goes in virtually every deck. I'm almost certain most if not all the decks on this list ran at least one. This means that, even if you want to bring your budget Magnezone deck, you'll probably need to shell out for Shaymins.
Card games without high-value generics don't run into this problem. If you want to take your budget deck to an event (with which you can win, as data shows), you don't need to drop $150 for a pair of Shaymin.
