Ursaring is even more forgotten then Purugly, atleast people recognize that Purugly hasn't been available for a long ass time and is on a somewhat prominent character's team meanwhile Ursaring has no compettive niche, no characters use it with the exception of Paul from gen 4 anime and every other bear pokemon got into sword and shield while Ursaring is left to rot
