Og course they can, but they won't. Lucario is a favorite of all times, Gengar and Dragonite are well known pokemon in any game. The Sirfetch and the Dracovish are from Galar and Sword and Shield. The writers choose this team because those are well known pokemon and fav pokemon and they won't change any at this point. Maybe, just maybe as a bonus they will add "reservers" but in the very end, this 6 pokemons will be the main stars in this anime.
