Go bottom lane or jungle, their early game is hot dogshit and they only kick in at level 6 since their level 6 move lets them reliably generate crystals. I think a bit more range on their stuff and they'd be a fine choice. IMO ice shard/spear for laning and icy wind/freeze dry for jungle. IW/FD's a bit of a meme, but you get the most out of crits with it since glaceon works kind of like a special attack ADC and has the crit rate/life steal/attack speed to match.
