>>54201584Basic forms of the Hisuians would be cool, but it would go against the lore. The whole point is that they were brought from their home regions by Laventon, so they wouldn't have had a change to adapt to Hisui and only acclimate into their Hisuain forms once spending some time in Hisui.
Also, I feel marketing may played a part in it. Cyndaquil, Rowlet, and Oshawott are extremely popular starters, having the player start off with the pokemon they are familiar was likely intention as a way to ease players into the Hisuain forms.
Of course they could have had the Hisuain forms for Quilava, Dartrix and Dewott but again they were really cryptic during the lead up the Legend's release so it just seems like the really wanted final forms to be a surprise.
There's also the fact that its easier to design 3 Hisuain forms than 9 but I feel the above points still hold true
