SwSh is on track to be the best selling Pokémon game in the series in several generations, it's probably already made back its budget tenfold (given this is Game Freak level budget we're talking about after all).
Nintendo make a shit ton of money off of Expansion Passes these days, the Smash pass alone contributed to a huge growth in their quarterly earnings. No shit they want to capture that lightning for Pokémon as well. SwSh is going to continue selling until the next Pokémon game comes out, getting expansion sales on top of that is going to be way more economical than putting out another $60 game which won't see the same amount of sales and will cut into their good numbers.
Also makes for a good narrative that they're "fixing" the shit that went wrong with the game and listening to feedback.
It's a win/win situation for them. Fans get more content that's what they're asking ask for (hopefully anyway, I'm not 100% convinced), and Nintendo gets more money.
