After all he's your Rival. So you run into him three towns over and challenge this guy because fuck him. And you kick his ass. He plays it off as he wasn't at his best. Sore loser? Except the game does subtle things to actually enforce this.

Because he is the champion, he doesn't challenge you- he just says he'll see you in pokemon league.
