With lightning, only once a cloud has accumulated enough negative electrons will its electric current be strong enough to go strike the earth, the well of electric energy in the cloud builds up to the point it must escape to the nearest ground source, which 9 times out of ten is the earth. So in a sense, air impedes electricity in reference to lightning.
