If they were to be designed during those generations don't you think they'd look completely different and overdesigned too?
The earthly, humble and world building pokemons of gen1 don't have comparisons to the other generations.
But they were the most important part of the roster because they allowed the other pokemons to not be overdesigned yet still stand out.
Now every new pokemon design is trying to out shine, out colour, out dazzle, out edge, and out contrast every other pokemon before it.
Which is why the rosters look like these gross eye abusing messes.
