It feels like DeNA wanted to use the crazy Lusamine but couldn't think of a way to implement her and it wouldn't have made sense to stick her on a team with her kids as her evil version. When you interact with her on the status screen her voice lines have that sorta sinister creepiness to it. There's also her awkward blank stare in her portrait, but when you switch to her EX it changes to an evil grin. It's really weird overall.
