balance-wise it's mainly meant to sit on your bench and promote the use of evolution cards during a meta that was still heavily focused on basics. i went with "evolved pokemon" instead of "Evolution Pokémon" to allow for pikachu and electabuzz to potentially take advantage of the card's effect. the attack is potentially busted if you get lucky with thunderhead but i assume pokemon tower would stop it from gaining much traction as an attacker in its own right
