It's like, why spend 10 million to make 20 million back, when you can spend 1 million and make 10 million back?
One has way less of a risk, and you'd make about the same anyway. They've found the balance between minimal amount of effort needed for maximum profits.
That doesn't make it any less shit for the consumer though, and a certain point, when they make bad enough games for long enough periods, that will hurt sales.
