I don't like how Terapagos was handled in the games either but pretending he has no connection to the story is silly. He's the centrepiece of it all. That's precisely the problem, he's a plot point and nothing else while every other legendary has their own personality and motivations. Except the Treasures I guess, but this actually works for them and not against them due to their incredibly cool lore. Something Terapagos doesn't get away with unfortunately.
