In DQM at Levels 5, 8, 11, 15, 17, 21, 25, 26, 30, 35, 38, 39, 40 are when you'll get skill points. These SP can be placed into any Skill for Stat Buff, Moves, and/or Traits.
EVs in pokemon is given by defecting specific pokemon and Pokemon can only give 1 or 2 of the 6 stats. We can't choose where they go and because you get Ev through exp, it means Every mon in your Team will have similar Evs.
The Ev system is too restrictive for no reason, the DQM system is better and more simpler in every way.
There is a reason why everyone cheats in Pokemon while very few people cheat in DQM
