The thing holding them back is probably the artwork. Every fucking route looks like it has a different tileset. Every brick, every tree, every water, every subtle water animation, every detail on the town, every garbage dump would be sprited by hand. They aren't using existing tilesets.
Anyway, for me at least, doing art means half an hour minimum for the sketch to look human (multiply by two if you've got two frames) and a few hours for the colouring. The minisprites would take another few hours.
And their mapping is probably done sequentially in essentials by one person because you'd need the map designation for their encounters.txt and need the route set up for the scripting.
