Unfortunately, being increasingly flashy has diminishing returns. I've noticed a lot of games with anime art styles in the last half-decade have followed mobile gacha games in having garish, overdesigned characters and costumes. Fire Emblem, SMT Soul Hackers 2, Metaphor somewhat, among other examples.
There is something grounded and believable about the character design of Pokemon between Gens 1-4, and I believe 5 is where it started to shift, before the "fantasy costume" thing really started to prevail in Gen 6 games. You can compare RSE to ORAS for a pretty clear difference. Obviously there's exceptions in every game, but I'm talking about a general pattern.
