The whole point of a Dragon type existing in the first was to make Dragonite extra special as the pseudo legendary thats the ace of the final elite 4, hence it resisting grass, fire and water.
Of course stats, movepools, even types could be changed around/improved, I dont know why you're even bringing up balance nitpicks when me saying it would have a pokken-like battle systems presupposes a complete overall of combat mechanics.
