Stephan is the funniest joke the anime ever did. He's a completely plain, dull, generic one-off character. His entire role in the episode is just to battle Ash in order to kick off the plot of a comedy filler. He's hardly even in the episode. At the end of the episode they finish their battle, shake hands, and hope to battle again someday, just like the other 500 random filler characters who had this role.
But for some damn reason, he DOES appear again. He's such an unimportant character that nobody can even remember what the hell his name is, but he seems to pop up any time there's a tournament. And this guy actually wins at least one of them. AND he somehow makes his way into the league. Just look at him. He doesn't even have a main character design. This entire character only exists because some writer thought it would be hilarious if the random Blitzle dude from the "Oshawott loses his shell" filler became an important character for some reason.
It's fucking hilarious.
