First of all, that's not headcanon. It's a fair interpretation of how the stabilizers would impact the design in an underwater environment.
What is pure headcanon is Primarina impaling itself everytime it hops, since official art shows how all 6 are designed to be on the side of its waist, not on the front.
The hair isn't stupid or useless. Primarina's main theme is to take advantage of its mermaid traits for achieving what it wanted as a sea lion, and the design would completely lose its point visually and thematically without them. In a sense, the entire design revolves around the hair. You can't have an effective mermaid design without long, beautiful hair. Remove them and it would completely fall apart. That's the opposite of a useless addition. The beads around its hair are indeed bubbles, you can even see them move when Primarina uses Sparkling Aria, or in other words, when Primarina sings to control bubbles and use them as weapons.
I can agree on the neck in regards to its model, but it looks just fine about everywhere else. Even then, several over Pokemon have way thinner necks with heavier elements on their head than bubbles or hair that is so light it can float in the hair, which would weight virtually nothing. And the stars are featured in almost every mermaid design, I don't think they are forced at all - if anything they are cohesive to more than one aspect of Primarina's design since they also tie into its performer theme, making them a great addition.
