It'll be a barebones Stadium-like game at launch with features, game modes, and possibly new Pokemon added through post release updates coinciding with their release in mainline games. It's literally Nintendo's MO when it comes to their "GAAS" games like Splatoon and shit like Animal Crossing.
If you used two braincells it becomes clear how the developers of Pokemon's main transfer and storage app (ILCA) who have knowledge of Pokemon's data structure as well as experience working with the mainline battle system (BDSP) working with the mainline game developers (GameFreak) who typically remain hands off with most Spin Off games would not be making a basic nothingburger multiplayer spinoff. If the project ever does come out it'll be a Stadium-like game
