They have the creative liberty to depict a female Gardevoir as feminine, but it doesn't erase the fact that Gardevoir is an androgynous monster. Nor does popular perception. It can be read as either masculine, feminine, neither, or both. It isn't as clear-cut as you're making it out to be.
