Yes, but stuff like this is entirely consistent with the direction Pokemon went in post-Gen 1. Mew no longer being found in South America or giving birth to Mewtwo.

They did change it when they remade Kanto again

They no longer mention South America (Gen 3 retconned the place Mew was discovered to Faraway Island), they also changed Mew "giving birth" to them "obtaining a new Pokemon" from Mew (and the cloning tank that Mewtwo was grown in is also shown in the game)
