Does anyone really think Game Freak would do something unprecedented like cut the Dex without exhausting not only practical solutions, but even complex ones first? They clearly knew it was going to disappoint many of their fans, so they did announce it. This isn't like the Battle Frontier bullshit in ORAS where it was a post-game feature that technically wasn't in the original games ("technically" being "not Emerald").
For all we know, the dataminers might actually show us that Game Freak had a good reason to make task cuts. I'm certainly doubtful of Game Freak's ability to make solid Pokemon games ever since ORAS, and the evidence I've seen so far makes me wonder what the hell they are actually doing. However, it doesn't make sense to me to outright accuse a company of being incompetent or lazy without some heavy proof, which is why I'm waiting for the datamine before I go hating on Game Freak.
I'm still not buying the game either way unless they patch in the dex. If they do that, then maybe, just maybe things could turn around for the franchise. If they don't, then this franchise will just sink to a whole new level. If they're willing to cut out mons, then where will they draw the line in regression at that point?
