Froakie is in an arc with Sanpei and the ninja village, learning his ninja techniques. Now he developed a rivalry with Treecko, his Hoenn counterpart (fast mixed attacker) but with a type advantage. And he'll probably end up overcoming mega sceptile.
Hawlucha had his issue with flying press, the feud with Froakie, and the shiny Hawlucha. These all served to develop his character, and his theme in general is fighting at a disadvantage, being challenged more with Ash than he was in the forest.
Fletchling is like Ash's other birds, shit until it evolves and becomes a powerhouse, which they at least emphasized with its evo episode.
