They're both Blue Edgemons, but the difference is that Lucario is an admitted Masuda/Sugimori favorite while no one in the staff has called Greninja their favorite, giving it a nepotistic advantage. I'd argue that Lucario has been more shilled than Charizard because his shilling has been way more consistent and with less cooldown unlike Charizard being not particularly notable from Gens 2-4, whereas Lucario shilling has been constant even before he was actually revealed.
Tl;Dr: The enemy isn't Charazarderino, it's Jewcario
