However it's confirmed that they also have the freedom to shift current BST distributions to make full use of the Mega buff. So we can probably see many already slow pokemon sacrifice all but 10-20 of their speed to add to the rest of it's kit, same goes for predominant SpA/Atk mons with middling mirror attack stat.
Sure, Garchomp is gonna be slower, but what do you think they're gonna throw ALL his SpA into? It'll never fucking die, and knowing GF, they'll probably give it an ability that combines his current one with a Yache berry boost.
