I'm currently playing around with the idea that it's just a single stage pokemon - but it has 3 different forms.
The first is from an ability - Schooling. Like Wishiwashi this MoW pokemon is able to link together to create a larger, more powerful entity. Might have to change the name to something like Clump or whatever.
The other two are Dynamax & Gigantamax forms. Only the Clump/Schooling MoW can Gigantamax.
The only problem I'm having is nailing down some design ideas. The visuals I get from this don't seem like they'd work well with pokemon. More like an Ultra Beast to be honest.
