Noctowl's only strength lies in being slightly durable against special attacks, but he has a horrible attack stat, which sucks because most of the GOOD Fly/Normal moves he can learn are physical based. His movepool and stats hard gear him to have some Hypnosis/Dream Eater setup, which is incredibly limiting since Hypnosis accuracy is pure ass.

The game railroads you into using Kanto so by the time you actually get a Slugma, what kid is going to fucking pick it over their Arcanine?
>Gen 2 was an expansion of Gen 1. You're supposed to mix and match them, not use one over the other.But that's completely negated when A LOT of the Gen 2 Pokemon are inferior and some of the cooler ones are not available to get until way late in the game. You aren't given the incentive to use Togetic or Aipom when you realize it keeps fainting in battle. You'll end up swapping it out for a Red Gyarados or Slowbro. They couldn't even make the babies available in the wild so you could use Kanto via new Johtomon (Smartly done with Eevee/Umbreon/Espeon). Instead, the babies exist purely so you can breed Kantomons very, very late in the game, get the Johto babies, then store them away forever just to fill up the Dex.
And I'll say it for a second time since you didn't catch it: There's a reason why so many people's Johto parties end up including a Crobat or a Quagsire compared to how diverse a RB team is between players.
