>They're essentially leveled above what the number saysThen it's a good thing most of the Pokemon every gym leader has aren't even actually at the level cap, most tend to be 2-3 levels below, the literal only exception is the final gym of the current update who's one of the easiest fights in the game.
And that's not even counting early game where the badge caps are often well beyond the ace of the gym leader, the 3rd gym has a level 30 ace when you can have a full team of level 35s.
