Its a line that is the designated horizon, akin to if the earth was a perfect sphere. Its also shows where YOUR eyes sees actors and terrain.
Everything above the line you see the underside of, below, you see the top of it.
Because I only have one actor on the canvas I just needed a horizon So I didnt fuck up some perspective on the body. If I were to add say, a greninja ~ 10 yards way to the right i would slice a line right down delphox and designate a vanishing point on the horizon that would "cut though" the geninja. I would add lines from the top of del's head and feet/ ground floor+center of mass to the vanishing point.
Then you would Eyeball where you want the greninja (10 yards from the first actor) and slice a vertical line there. That line is the same height as delphox even though it is some distance behind it, and keeps the second actor in perspective. So in short;

When you add another actor you can add a second vanishing point relative to either actor now, assuming its not on the same line del and gre are on.
