I'm not sure honestly. When you consider his design, it seems very likely. He definitely has features of both of his parents. He looks more similar to Sada than to Turo (they have basically the exact same eyes), so it's a little weird in Violet.
But the fact that pic related is the ONLY mention of the other parent is a little suspicious. We are obviously supposed that "that woman" is supposed to be Sada (this is from Violet) but it's so ambiguously worded that it could he a red herring.
I kinda like the theory that Arven actually only has the one parent and was the result of either science stuff or whatever is going in with the crystals in Area Zero.
