I wouldn't say they are ruined, but Jigglypuff and Wigglytuff's early sprites are misunderstood by literally everyone. They didn't make the eyes a different size by mistake, nobody would be THAT incompetent. It was intentional.
Jigglypuff and Wigglytuff's designs were based on the images different cultures see on the surface of the moon.
Wigglytuff is a rabbit because of that famous legend about a rabbit living on the moon and making mochi:
