50% of all pokemon have been snapped, but not a single legendary is going to be in Sword and Shield. Only 1 pokemon banned from Gen 7 OU, Aegislash, is in Sword and Shield, although Dugtrio, Gothitelle, and Wobuffet had their abilities banned and are for all intents and purposes Uber by tiering. Combined with Zacian, Zamazenta, and Eternatus, that makes 7 pokemon that will start off in the tier. In Gen 7 there are over 50 pokemon that are Ubers, if you count Arceus forms separately, (the logical step considering the vastly different roles E-Killer and support Arceus-Fairy, or calm mind Arceus-Flying can fill). A few more pokemon will probably be banned, but even then we would be left with a tier a fifth of the size that it is in USUM.
