I agree with your points of representation. Incineroar is definitely the one they're tring to push the most and it shows. From the Masked Royale deal to the early Movie appearance, to the great buffs and representation he got later on both the VGC and TCG. And it's no doubt those tidbits have helped him increase in popularity more than what was had for the first year and a half.
But at the same time that's exactly why i have some itch to scratch with Incineroar: he's pretty much this Gen's Talonflame. Talonflame was never a standout in terms of Gen VI popularity but the generous stats and usefulness it had both in Singles AND doubles meant that it was also in every team, but not many people cared much for it besides its usefulness in-game, so if they had wen't and thrown all their marketing in its favor, there would've been more disappointed people than actual pleased ones. After all, many more Pokemon of the generation were more beloved and expecting of such embellishments. I'm noticing the case to be similar for Incineroar, which makes it a bit more pathetic because even despite all those advantages going for it it still struggles to mantain relevancy.
If it's some sort of personal starterwar vendetta, then so be it. But as an outsider looking in, it just looks like some pretty embarrassing pandering that the higher-ups are doing for their favorites in spite of what the audience demands.

I don't think they can feasibly squeeze 5 completely new character announcements in one month. Don't get me wrong though, it'd be the most incredible thing if Sakurai managed to do it and it would cement him as one of the Top 3 developers of all time.
