Everyone thought dawn wings would better due to being the best ghost type attacker but its 4x weakness to dark and ghost was more detrimental then people thought would be. Dawn wing is considered a very risky choice in masters pvp and it can be knocked out pretty quick in raid if the boss rolled a ghost/dark type attack
As some other people mentioned the gap between it and the second best ghost types isn't as great as the gap between dusk mane and the second best steel types.
Also theres a chance Dusk mane could maintain its title as #1 steel type attacker even after Zacian Crowned is released if they make Behemoth blade weak enough. The same isn't true for dawn wings though as it has to compete with shadow rider calyrex which would out damage it even if it had shadow ball
